Police push app for reporting ASB in your area

People wanting to report anti-social behaviour in their area can now submit video and photo evidence of it to police using an app.
The Kulpa app was officially launched by Hertfordshire Constabulary in April 2025 and allows victims of any crime – as well as anti-social behaviour - to upload evidential materials, including photos, videos, audio files and other documents in a secure cloud that officers can easily access.
Detective Inspector Derek Gray said: "Members of the public have already used Kulpa, which is a secure digital platform, to share vital evidence with us, including video footage and photographs, whether it be dashcam footage, CCTV clips, mobile phone recordings or doorbell footage. This has significantly enhanced our ability to respond swiftly and effectively to incidents involving aggressive driving, public harassment, theft, criminal damage and youth ASB in the park and more.
"The Kulpa app is free and available for anyone to download from the app stores, or it can be used on a computer by going to kulpacloud.com.
"Whenever you are ready, you can share the evidence, by clicking the in-app option 'Share with police'. Officers can then review, investigate and safeguard.
"Together, with the help of the community and tools like Kulpa, we can make our neighbourhoods safer for everyone."
Chief Constable Andy Prophet said: "Kulpa allows victims and witnesses to upload their digital evidence to police to help catch criminals and bring them to justice.
"The app can capture CCTV or digital images in real time, which can be used in criminal justice proceedings.
"Police will promptly address criminal and anti-social behaviour. The Kulpa app helps police respond faster and empowers victims by speeding up investigations and reducing their suffering. Offenders should know that Kulpa enhances the ability to secure quicker prosecutions."
Police and Crime Commissioner for Hertfordshire, Jonathan Ash-Edwards, said: "It is great to see the constabulary using new technology to provide a better service to the public.
"The Kulpa app works well for those people suffering from a persistent pattern of behaviour which can stretch over an extended time period. It enables victims to record the evidence in a timely manner and then present it to officers in a simple format. This works well for those suffering from anti-social behaviour as the course of conduct of the offender can be tracked.
"I welcome the roll out of Kulpa to residents in Hertfordshire and encourage them to use it."
