The Head of Strategic Proposals is a unique opportunity tolead WillmottDixon's National Bid Service which incorporates our National Framework and Department for Education (DfE) project bidding services.

Responsibilities:

  • Identify future framework pipeline with framework customers who align to our values and National Growth Strategy and lead the service to maintain our 100% win rate
  • Present and gain agreement for "Bid, No Bid" decisions for each opportunity with our Growth Board.
  • Ensure access to the perfect suite of frameworks for agreed short/long terms sectors, direct award and strategic mini competition frameworks to ensure we are never locked out of our target markets.
  • Win before we bid; strategic direction and oversight of the campaign and influence strategies six to twelve months ahead of bid coming to market.
  • Live bid responsibilities; strategic overview and attendance and creative contribution at all bid workshops and meetings (launch, win themes, story boarding/answer planning, peer reviews, commercial reviews, settlement meeting with our COO, interview prep/coaching)
  • Ongoing review/adaption; of framework bidding best practice and development of the skills to align.
  • Periodic reviews of live frameworks to support positioning and thinking for renewal bid and future live framework service offering.
  • Service evolution; Identifying service growth and alignment to the strategic direction of the business and markets and successfully implement associated change.
  • Management of our Department for Education (DfE) proposals team, who are responsible for the quality submissions of PITT & ITTs in collaboration with the integrated from Collida (our platform design team) and our local delivery teams.
  • Agree "Bid, No Bid" decisions on all opportunities with our dedicated DfE Framework Manager, Head of Platform Design and Local Preconstruction Directors to Identify and agree future pipeline aligned to available resource and capacity.
  • Oversight and strategic direction of locally led campaign and influence plans on all "agreed" pipeline project
  • Identify areas for service improvement and oversee successful implementation of change.

Other Responsibilities:

  • Work Winning Community - attend our quarterly Bid Leadership Forum with all Regional Heads of Proposals. Focused on generating a thriving, successful work winning community and improving the productivity of our people. Sharing insights and trends and finding innovative and creative solutions to challenges. You will be responsible for leading one of the working groups e.g. Better Skills programme
  • Knowledge Service - support the knowledge service with a focus on content quality ahead of publishing to our work winning community via our in-house award winning platform.

Essential and Desirable Criteria

Essential:

  • Proven and sustained bid management and leadership experience in a similar role
  • Schedule (Resource/Time) Management Platforms

Desired:

  • APMP Practitioner Certificates
  • InDesign Technical Understanding
  • Previous experience in Construction sector
  • Bachelor of Arts Degree
